This paper suggests a theory of agility in the context of information system development that can be used for predictive and exploratory purposes. It reviews existing theories and their limitations, and develops a theory of agility based on relevant theories from the software engineering and information systems literatures. Results of a survey to validate a measurement instrument of agility based on the proposed theory are presented, before the paper concludes with an evaluation of the theory, a discussion of implications and a summary.
